About the role

The Director of Corporate Services plays a central leadership role in maintaining the financial, administrative, and governance foundations of the Municipal Joint Services Board, Lunenburg Region (MJSB). This position provides strategic oversight across financial stewardship, corporate administration, governance support, Board support, risk management, and organizational planning.

The Director leads the development and continuous improvement of financial systems, corporate policies, business planning processes, and internal controls to ensure accountability, transparency, and long‑term organizational sustainability. This includes maintaining a robust and well-governed system of accounting and control fully compliant with generally accepted accounting principles (GAAP).

Working closely with the COO, Board, Finance Committee, municipal partners, and all MJSB service areas, the Director advances service excellence, supports informed decision‑making, and builds the organizational capacity needed to deliver high‑quality regional services. The Director is accountable for assigned corporate shared services, including all aspects of service delivery as defined in the applicable Schedules to the MJSB Agreement.

Key Accountabilities

  • Provide strategic financial leadership for MJSB, including budgeting, forecasting, long‑term financial planning, and financial sustainability analysis.
  • Guide the creation, review, and execution of long‑term strategic and annual business plans for MJSB.
  • Lead integrated financial, operational, strategic and performance reporting and analysis to provide clear well‑supported recommendations to the COO, Board, and Finance Committee.
  • Oversee all accounting functions, ensuring accurate financial records, strong internal controls, timely reporting, and the completion of annual audits and financial statements in compliance with public‑sector standards and legislative timelines.
  • Manage treasury activities, including cash flow, investments, reserves, capital asset planning and debt management.
  • Develop, review, and maintain corporate policies, governance frameworks, and business planning processes.
  • Support the Board and its committees, maintaining a forward agenda and motion tracker, preparing agendas, briefing materials, reports, minutes, and ensuring follow‑up on decisions.
  • Identify and manage organizational risks, ensuring compliance with legislation, regulations, and internal policies, and overseeing audits and business continuity planning.
  • Advance service excellence, organizational growth and continuous improvement initiatives.
  • Lead and develop a team of finance, administrative, and shared‑services professionals while overseeing corporate administration functions, including finance, administrative services, shared services, and records management.
  • Human resource management of assigned staff includes recruitment, orientation, supervision, mentoring, training, development, succession planning, performance management.

Education

  • A post-secondary university degree in business administration, commerce, economics or related field.
  • Master’s Degree in Business Administration (MBA) is considered an asset.
  • Master’s in Public Administration (MPA) is considered an asset.

Certification

  • CPA professional accounting designation, member in good standing.

Experience

  • At least five years experience in financial management, including analysis, planning, budgeting, forecasting, and reporting.
  • Extensive experience using computerized accounting systems and advanced proficiency with spreadsheets.
  • Demonstrated experience applying accounting standards, overseeing internal controls and working with external auditors.
  • Experience developing or contributing to business planning, strategic planning or organizational goal setting processes.
  • Experience preparing reports, briefings and presentations for leadership, boards or committees.
  • Exposure to policy development and process improvement.
  • At least five years experience in a related leadership role.
  • Experience working in a public‑sector, non‑profit, municipal, or community‑focused organization is considered an asset.

Skills

Knowledge

  • Knowledge of Public Sector Accounting Standards (PSAS) and the Nova Scotia Financial Reporting and Accounting Manual.
  • Knowledge of applicable legislation and regulations relevant to municipal and public‑sector operations, including the Municipal Government Act of Nova Scotia.
  • Understanding of public-sector audit processes, risk management concepts, and business continuity fundamentals.
  • Awareness of municipal policies, governance practices, and public‑sector administrative frameworks is an asset.

Compensation and other details

  • Full time, 35 hours per week
  • Competitive group insurance, health and dental plan and pension plan.
  • Position works primarily at the 210 Aberdeen Road, Bridgewater, Nova Scotia. (subject to change)
  • The incumbent should expect to travel within Lunenburg County on a regular basis to meet with staff, employees of partner municipalities and others as required.  Travel costs are reimbursed as per policy.  Primary locations for meetings are:
    • 10 Allee Champlain Drive, Cookville NS
    • 60 Pleasant Street, Bridgewater NS
    • 493 Main Street, Mahone Bay NS
    • 908 Mullock Road, Whynotts Settlement NS
    • 135 North Park Street, Bridgewater NS
  • Regular hours are Monday to Friday 8:30 am to 4:30 pm.
  • Additional hours will be required periodically depending upon work demands.
  • Will need to periodically attend meetings outside of regular work hours.
  • Annual salary range is: $101,446 to $139,489, commensurate with qualifications and experience
