The Municipal Joint Services Board - Lunenburg Region (MJSB), was formed in 2013 through an inter-municipal agreement.  Located in the heart of Nova Scotia’s south shore, MJSB’s purpose is to improve services for the residents of the Municipality of the District of Lunenburg and the Town of Bridgewater and Town of Mahone Bay.  MJSB’s shared services include waste, information technology, human resources, occupational health and safety and procurement.

ABOUT THE ROLE

Reporting to the MJSB Board of Directors, the Chief Operating Officer (COO) is accountable to deliver on the terms of the MJSB Agreement.  The COO has the duties and responsibilities of a Chief Administrative Officer as outlined in the Municipal Government Act Sections 28 to 31.  The COO is accountable to lead the administration and operations of the staff organization with focus, efficiency and effectiveness. The Chief Operating Officer is accountable to lead the following core activities:

  • Serve as a resource and provide advice and direction to the Board in all matters including coordinating and developing key policies and procedures to meet the vision of the Board.
  • Align business targets and outputs to achieve short and long-term goals as well as the Board’s strategic priorities.
  • Provide effective leadership to ensure the utmost effective shared services as outlined in the MJSB agreement, including making recommendations for changes to shared services and delivering accordingly.
  • Ensure that each operating division achieves its objectives in terms of value add, cost control and efficiency. This includes ensuring the optimal allocation of resources to maximize productivity.

QUALIFICATIONS and EXPERIENCE

  • Post-secondary degree in business, public administration, engineering and/or related discipline. 
  • Demonstrated ability in strategic leadership and service delivery.
  • Minimum of five years’ related work experience.
  • Previous public sector experience is an asset, specifically municipal government experience is preferred.
  • Demonstrated excellent leadership and interpersonal skills.
  • Proficient at developing cohesive, high-performing teams who are committed to service excellence.
  • Strong customer service orientation with the ability to exercise diplomacy and good judgement.
  • Values-driven, caring, proactive, credible, trusted, adaptable and flexible.
  • Continuous improvement mindset, effective at implementing change.
  • Excellent verbal and written communication and presentation skills, including the ability to speak and write in clear, accessible language.

WORKING CONDITIONS

  • On-site and remote working are to be expected.  Primary office location will initially be 210 Aberdeen, Bridgewater NS; may change in future.
  • The incumbent should expect to travel within Lunenburg County on a daily basis to meet with staff at partner municipalities and at MJSB.  Travel costs are reimbursed as per policy. 
  • Regular hours are Monday to Friday 8:30 am to 4:30 pm (35 hours per week). 
  • Will need to attend meetings outside of regular work hours, for example Board and Council meetings.

OTHER IMPORTANT DETAILS

  • Requires access to a reliable motor vehicle and a valid Nova Scotia Class 5 Driver’s license.
  • Requires a satisfactory background checks, including criminal record check.
  • Annual Salary:  $131,170 to $171,468
